Fines for traffic violations in Tallinn

Reckless drivers are strongly disliked in Estonia, so do not even think about breaking traffic rules. Police are vigilant and fines can be very high. Typical fines for common offences include:

Driving in a contra-flow lane 400 Euro
Driving through a red light 200 Euro
Failing to give way to pedestrians at crossings 200 Euro
Speeding From 200 to 800 Euro
Overtaking on the wrong side 400 Euro

If the fine does not exceed 300 Euro, it can be paid in cash on the spot. Larger fines must be paid at a bank.

Speed limits in Estonia

When renting a car in Estonia, be aware of the speed limits. Speeding is not allowed if you want to avoid serious problems:

  • The maximum speed allowed in residential areas is 30 km/h
  • The maximum speed in built-up areas is 50 km/h
  • The maximum speed on express roads is 120 km/h.

Always follow the road signs, as speed limits can change.

Parking in Estonia

Parking is generally free of charge in small Estonian towns. In larger cities, for example in Tallinn, you will usually have to pay to park. However, not all parking spaces in large cities are paid. It is quite simple to see whether a car park is paid or free: if there is a parking machine, you need to buy a parking ticket.

Parking machines accept only local currency in cash. There is an important point to note: in Estonia, you pay for every 15 minutes of parking time. For longer periods, it is advisable to use guarded paid car parks. One day of parking at such facilities costs approximately 10 Euro.

Allowed blood alcohol level

As in other European countries, drink-driving is prohibited in Estonia. The maximum permitted blood alcohol level is 0.02 per mille. If your level is higher, you will face penalties:

  • If the level is from 0.02 to 0.05 per mille, the fine starts from 400 Euro. The exact amount is determined by the police officer. In addition, you will be disqualified from driving for a period of 3 to 9 months.
  • If the blood alcohol level is more than 0.05 per mille, the fine can be up to 1200 Euro. The disqualification period in such a case can be up to 1 year.

As you are in a foreign country, this may also lead to additional complications.

In Estonia, almost all fuel stations are open 24 hours a day, including those located in cities and those situated near express roads. You can pay for fuel in cash or by credit card. Average fuel prices are as follows:

For Estonia, booking 2–4 weeks ahead usually gives the best mix of price and availability. In peak times such as July–August or around Christmas and New Year, consider reserving 6–8 weeks in advance, especially for larger vehicles or automatics. Last-minute bookings are often possible in Tallinn, but choice may be limited in smaller towns and airport pick-ups.
In Estonia the security deposit is normally released by the local rental company when you return the car with no new damage or extra charges. Banks then take around 3–10 working days to make the funds visible again. Some offers feature reduced deposits or special no deposit, no credit card options, but always check the payment conditions before booking.
The excess (deductible) is the maximum amount you pay if the rental car is damaged or stolen. In Estonia it typically ranges from about EUR 400 to EUR 1,200, depending on vehicle class and provider. If repair costs are lower, you pay only that lower amount. You can often buy extra cover to reduce or even eliminate this excess when booking.
Some Estonian rental suppliers accept major debit cards for payment and the security deposit, and a few deals advertise no deposit, no credit card requirements. However, many international brands still insist on a credit card in the main driver’s name. Estonia has a strict 0.02% blood alcohol concentration (BAC) limit for all drivers. In practice this means you should avoid drinking any alcohol before driving. Fuel prices in Estonia change with global markets, but as a rough guide in recent times 95-octane petrol has been around EUR 1.70–1.90 per litre, and diesel about EUR 1.60–1.85 per litre. Prices can be slightly higher on motorways and remote areas. Most stations accept card payments, including contactless, as well as cash in euros.
There are currently no road tolls or vignettes for private cars on Estonian roads. Motorways, main highways and urban roads are generally free to use. However, if you travel with your rental car on ferries, particularly to islands such as Saaremaa or Hiiumaa, you will need to buy a ferry ticket, which is separate from the road network.
