Practical Information for Drivers

Fines for traffic violations in Tallinn

Strictly follow the traffic regulations. Police officers in Tallinn are extremely vigilant, and the fines can be surprisingly high.

Driving in a contra-flow lane 400 Euro
Driving through a red light 200 Euro
Failing to give way to pedestrians at crossings 200 Euro
Speeding From 200 to 800 Euro
Overtaking on the wrong side 400 Euro

Foreign drivers must pay fines on the spot and in cash directly to the police officer.

Speed limits in Tallinn

When driving a car in Tallinn, remember that speeding is considered a very serious offence and can cause a lot of trouble.

  • In residential areas, the speed limit is 30 km/h.
  • The maximum speed allowed on city streets is 50 km/h.
  • The speed limit is 120 km/h on motorways and express roads.

Speed enforcement in Tallinn is very strict. Both police officers and speed cameras operate on all sections of the road.

Parking in Tallinn

Free car parks can be found on the outskirts of the city. The car parks located in the city centre are all paid. You are charged not per hour but per 15 minutes. However, at some car parks the first 15 minutes are completely free. Follow the information signs at the car park you have chosen.

In order to park your car, you will need a so-called parking clock. You must indicate the time of your arrival at the car park and place this information under the windscreen. You can pay for parking to a parking attendant or at a parking machine. Payment is often made in cash.

Permitted blood alcohol level

If you wish to drink alcoholic beverages, note that the permitted blood alcohol level in Tallinn must not exceed 0.02 permille. If you exceed this level, be prepared for the consequences:

  • If the blood alcohol level is from 0.02 to 0.05 permille, the fine will start from 400 Euro. In addition, you will be disqualified from driving for a period of 3 to 9 months.
  • If the level is more than 0.05 permille, you will receive a fine starting from 1200 Euro and be disqualified from driving for up to 1 year.

Remember that disqualification from driving is the exclusive right of the court. Therefore, you must not drink and drive if you do not wish to face a lot of additional problems.

Cost of fuel in Tallinn

There are many filling stations in Tallinn, located both on the outskirts and in the centre. You can buy 95, 98 and diesel fuel at any time of the day. However, there are fewer gas stations, and most of them are located outside the city. The cost of fuel is slightly lower than the European average.

  • The price for one litre of 95 fuel is 1.27 Euro
  • One litre of 98 fuel costs 1.31 Euro
  • The price for one litre of diesel fuel is 1.29 Euro.

Drivers may carry a small amount of petrol and diesel fuel in cans.

Tallinn car rental — FAQ

Booking 2-4 weeks before your trip to Tallinn usually gives you the best choice of cars and prices, especially in summer and around holidays. For peak dates or special events, consider reserving even earlier. Last-minute bookings are possible, but availability of automatics, SUVs, and family vans can be limited and more expensive.
After you return the car in Tallinn and it is checked for fuel, mileage and damage, the rental company releases the security deposit. Your bank then processes the refund, which usually takes 7-14 business days. If you choose no-deposit / no-credit-card deals, the traditional preauthorization hold can often be reduced or avoided altogether.
The excess (deductible) is the maximum amount you must pay if the rental car is damaged or stolen. In Estonia it commonly ranges from about EUR 600 to EUR 1,500, depending on vehicle class. The insurer or rental company covers costs above this. You can usually buy extra coverage to reduce or sometimes eliminate your excess.
Most Tallinn rental desks still prefer or require a credit card in the main driver’s name to secure the deposit. Some suppliers accept debit cards under stricter conditions, such as extra ID or smaller car groups. On Bookingcar you can filter for special no-deposit / no-credit-card deals that may better suit your needs.
Economy and compact rentals in Tallinn usually start around EUR 30-40 per day in low season, rising to EUR 50-70 or more in summer or during big events. SUVs, automatics, and premium models cost extra. Prices in Estonia are quoted in euros and may vary with mileage limits, insurance options, and pickup location.
At Tallinn Airport (TLL) you will find several international and local rental brands, including Sixt, Hertz, Avis, Europcar, Enterprise, Budget, Alamo, VKM MOTORS, and AAA. Their desks are typically located in the arrivals hall or a nearby car-rental center, with vehicles parked a short walk from the terminal building.
Bookingcar lets you compare many Tallinn rental offers in one search, highlighting clear fuel and mileage rules, insurance options, and real customer ratings. You can filter by gearbox, supplier, and pickup point, often finding lower prices than at the counter. Multi-language support and instant vouchers simplify planning your trip in Estonia.
If you bring the car back late in Tallinn, most companies charge an extra fee, often calculated per additional hour and then as a full extra rental day after a grace period. This can significantly increase the cost. Always contact the rental operator as soon as you foresee a delay to discuss options and minimize penalties.
Tallinn offers several convenient car parks, such as the Viru Centre parking garage near Old Town and the Solarise Keskus car park. Street parking is organized in paid zones (A, B, and C) with different tariffs and time limits. You usually pay at machines or via mobile apps; always check local signs for rules and hours.
Many Tallinn rentals can be taken to neighboring countries like Latvia or Lithuania, but border crossings must be declared during booking and noted in the rental agreement. Some suppliers forbid travel to certain countries or charge extra insurance and cross-border fees. Driving without prior authorization can void coverage, so always confirm in advance.
  • Urban areas: usually 50 km/h
  • Rural roads: generally 90 km/h
  • Dual carriageways / main highways (summer, signposted): up to 110 km/h
  • Some motorway-standard sections (summer, signposted): up to 120 km/h
  • Residential zones and near schools: often 30 km/h or 40 km/h as indicated
Always follow local signs, which override general limits.
