Practical Information for Drivers

Fines for traffic violations

Encounters with the police at the roadside are relatively rare. From time to time, however, the traffic police carry out mass checks. For a first offence, a driver may receive a warning. After that, fines, vehicle impoundment and other penalties may be imposed.

Speed Limit

In Manila, as in the rest of the country, the following speed limits apply:

  • Within built-up areas on narrow local roads, the maximum speed is 30 km/h;
  • The same limit applies when approaching a junction;
  • The maximum speed on main city streets is 40 km/h;
  • The maximum speed on rural roads is 80 km/h.

Parking

In Manila, there are both paid and free car parks. Note that if you are staying in one of the citys hotels, most have their own parking, which is usually included in the room rate (no additional parking fee is charged). Car parks are also provided at shopping centres, cafes, restaurants, office buildings, etc.

The cost of fuel

Refuelling a vehicle with petrol or diesel is relatively inexpensive. Only petrol and diesel are available; there are no LPG filling stations in the country.

The cost of fuel:

  • 1 litre of petrol costs about $1.04;
  • 1 litre of diesel costs about $0.66.

Manila car rental — FAQ

Booking 2–4 weeks before your Manila trip usually gets you the best mix of price and vehicle choice, especially around holidays, long weekends, and local events. Last-minute bookings are possible, but popular automatic and SUV models can sell out or become more expensive, particularly at Ninoy Aquino International Airport and central Manila locations.
Most Manila rental companies release the security deposit within 7-14 business days after you return the car, assuming no new damage, traffic fines, or fuel discrepancies. Your bank might then take extra time to show the reversal. To avoid any temporary card hold, look for no-deposit / no-credit-card deals when comparing offers.
The excess (deductible) is the maximum amount you must pay toward damage or theft before insurance covers the rest. In the Philippines it typically ranges from about PHP 15,000 to PHP 40,000, varying by car type and provider. You can often reduce this liability, sometimes close to zero, by purchasing additional coverage during booking or at the counter.
Most Manila rental desks prefer a major credit card in the main driver’s name for the security deposit. Some local or broker-arranged offers accept debit cards or cash, usually with stricter conditions. If you want to avoid a card hold entirely, search specifically for no-deposit / no-credit-card deals available for your dates.
Average daily rates in Manila typically start around PHP 1,800–2,300 for small economy cars, PHP 2,500–3,200 for compact sedans and crossovers, and more for SUVs or vans. Prices depend on season, rental length, pickup location, and extras like GPS, child seats, or full insurance, so always compare multiple offers for your travel dates.
At Manila Ninoy Aquino International Airport Terminal 3, you will find rental car services from Enterprise, Hertz, Europcar, Avis, SJA Travel & Tours, Aero Car, VPI Cars, Wanrav Transport, and Carbnb, typically located in or near the arrivals hall or accessible via clearly marked counters and meeting points.
Bookingcar lets you compare many Manila rental brands in one place, so you can quickly filter by price, insurance, mileage, and fuel rules. Transparent conditions, user reviews, and clear voucher instructions help you avoid surprises at pickup, while multi-language support and competitive rates make it easier to find a car that fits your itinerary and budget.
Returning your Manila rental car late usually leads to extra charges, often calculated per hour and then as an additional rental day if you exceed the grace period in the contract. If you realize you will be delayed, contact the rental company as soon as possible; they may extend your agreement and reduce the risk of higher penalties.
Safer options include paid car parks like Park Square and Glorietta parking in Makati, SM Mall of Asia parking complex in Pasay, and Robinsons Place Manila parking. These facilities use tickets or RFID, with payment at machines or exits. In business districts, look for designated street parking zones and follow posted restrictions to avoid clamping or towing.
The Philippines has no land borders with other countries, so rental cars from Manila must stay within the country. Some firms may limit driving to Luzon or restrict ferries to islands like Mindoro or Cebu. Always declare your planned routes and inter-island trips when booking, as extra authorization or fees may apply for certain areas.
Official speed limits in the Philippines are usually:
  • Urban areas: around 30 to 40 km/h, lower near schools and busy streets
  • Provincial roads: typically 60 to 80 km/h, depending on signage
  • Expressways (NLEX, SLEX, etc.): generally 60 to 100 km/h, with minimum and maximum limits clearly posted
Always follow local signs, as limits can change for roadworks, bridges, or accident-prone zones.

"We visited Manila as a family with two kids and the rental made it so much easier than taxis. Car was spacious and air-con strong, perfect for traffic. Only downside was a bit of waiting time at pickup with tired children."

"My partner and I booked a small car for a week in Manila and nearby Tagaytay. Smooth booking, reliable car, and friendly staff who explained tolls. Just a minor issue: drop-off area felt cramped and confusing in the busy car park."
