Traffic laws

Local traffic police are generally quite lenient towards offenders, but you should not ignore either the official traffic regulations or the unwritten rules commonly observed in the country:

  • Do not exceed the speed limit.
  • If a larger vehicle pulls out into the oncoming lane to overtake, you must give way and move over if safe to do so.
  • If you see fewer cars in the oncoming lane and hear a short horn signal, it usually means the other driver is letting you pass.
  • Local drivers tend to be calm and courteous and willingly give way, so you should behave in the same way.

Car hire in Sri Lanka: the speed limit

There are fixed speed limits throughout the country for different types of roads. Speed cameras may be installed along the roadside to measure vehicle speed, so do not ignore warning signals from other drivers.

Restrictions:

  • In built-up areas you may not drive faster than 56 km/h.
  • Outside towns and other built-up areas it is permitted to increase speed up to 72 km/h.

Allowable alcohol

The country has a relatively lenient limit on the maximum permissible blood alcohol level for drivers. A concentration of more than 0.8 ppm is considered a violation of traffic regulations. In most countries stricter limits apply, typically from 0 to 0.5 ppm. However, there are states where driving after drinking alcohol is not completely prohibited.

Parking

There are no particularly strict rules on parking throughout the country. You may park your car almost anywhere nearby if there are no prohibition or restriction signs. Parking may be either paid or free. Almost every hotel has its own private car park; whether a fee is charged or it is free of charge is determined by the rules of each hotel.

For travel in Sri Lanka it is wise to book your car at least 3-4 weeks in advance, especially for December to March and around April and August holidays. Last-minute bookings may still be possible in Colombo, but automatic cars, SUVs and vehicles with drivers often sell out early in popular areas like Kandy, Galle and Ella.
In Sri Lanka, the rental company usually releases the security deposit within 3-10 working days after you return the vehicle without new damage or fines. The actual time for the money to appear back on your card in LKR can depend on your bank or card issuer, and international processing may take slightly longer.
The excess (deductible) is the maximum amount you must pay yourself if the rental car is damaged or stolen. In Sri Lanka it typically ranges from about LKR 50,000 to LKR 250,000, depending on vehicle class. The insurer covers costs above this. You can often reduce your excess to a much lower amount, or sometimes to zero, by buying additional excess waiver cover.
Many major suppliers in Sri Lanka insist on a credit card in the main driver’s name for the deposit. However, some local partners offer no-deposit, no-credit-card options where you can pay in cash or with a debit card, usually only for certain car groups or with a chauffeur. Always check payment rules in the rental conditions before booking.
Average prices for a small car in Sri Lanka usually range from about LKR 7,000 to LKR 14,000 per day, depending on the season, location and whether you choose self-drive or a car with driver. Larger vehicles, automatics and SUVs can cost significantly more, and rates often drop for longer rentals of a week or more.

If you exceed the limit, penalties may include significant fines, possible court appearance and licence suspension. For safety and to avoid legal issues, it is strongly advised not to drink at all if you plan to drive.
Fuel prices change regularly, but as a general guide in Sri Lanka, petrol often costs around LKR 350–450 per litre and diesel is usually slightly cheaper. Prices may vary between Colombo, major towns and rural areas. Many filling stations accept cash only, so it is sensible to carry enough LKR when driving outside major cities.
Yes, Sri Lanka has several expressways with per-use tolls, such as the Southern Expressway (E01), Outer Circular Expressway (E02) and Colombo–Katunayake Expressway (E03). Tolls are paid at booths in cash (LKR), based on your entry and exit points and vehicle type. Most rental cars do not include tolls, so you pay them directly during your journey.
