Practical Information for Drivers

Traffic Laws

Vehicles drive on the right-hand side of the road. Dipped headlights must be switched on in the dark, when driving through tunnels and in conditions of poor visibility. Children under 12 years of age (or shorter than 1.45 m) may not travel in the front seat of a car without an appropriate child seat. Seat belts must always be worn by both drivers and passengers. The driver is not allowed to use a mobile device while driving.

Parking

Drivers must pay to use designated parking spaces. In addition, the receipt must be placed on the windscreen for inspection. After the paid parking time has expired, the driver must vacate the space or extend the parking time. In some places, you can pay for parking via SMS. In this way, the operator can verify payment even without a receipt. Parking spaces are indicated by a blue stripe on the kerb and roadway, as well as by special signs.

Speed limit: features of car rental in Ukraine

Standard speed limits are established throughout the country for each type of road.

Cars:

  • On motorways - 130 km/h;
  • In built-up areas - 60 km/h;
  • On main roads - 110 km/h;
  • Outside built-up areas - 90 km/h.

Cars with trailers:

  • On motorways - 80 km/h;
  • In built-up areas - 60 km/h;
  • On main roads - 80 km/h;
  • Outside built-up areas - 80 km/h.

The cost of fuel

In Ukraine, diesel fuel and unleaded petrol are used. There are also filling stations that sell 80-octane petrol and gas.

Average fuel prices in Ukraine are:

  • 80th - 18.63 UAH;
  • 98th - 22.05 UAH;
  • 92nd - 19.92 UAH;
  • 95th - 20.64 UAH;
  • Gas - 8.22 UAH;
  • Diesel - 19.94 UAH.

In addition, unlike many countries, it is permitted in Ukraine to carry petrol in a container (canister).

Allowable alcohol

The permitted blood alcohol content for drivers is 0.0 per mille. However, penalties are imposed on drivers who are found to have more than 0.2 per mille of alcohol. The penalties can be severe, ranging from disqualification from driving for up to two years and a fine of 3400 UAH to administrative detention for 15 days or correctional labour. For a second offence, penalties will be increased.

Renting in Ukraine — FAQ

For Ukraine, it is wise to book a hire car at least 2–4 weeks before your trip, especially for popular cities like Kyiv and Lviv or peak summer and holiday periods. Last-minute cars are often available, but choice of vehicle class and automatic transmission can be limited and prices usually increase the closer you get to the pick-up date.
In Ukraine, the security deposit is normally blocked on your card at pick-up and released after you return the car without new damage or unpaid fees. Banks usually unfreeze the amount within 3–14 working days, but some international cards can take slightly longer. A few deals offer reduced or no deposit if you buy extra protection in advance.
The excess (deductible) is the maximum amount you pay towards damage or theft before the insurer covers the rest. In Ukraine it typically ranges from about UAH 10,000 to 40,000, depending on vehicle class and supplier. You can often lower this to a small amount, or even to zero, by purchasing additional collision damage waiver or excess reduction cover when booking.
Most Ukrainian rental companies prefer a credit card in the main driver’s name for the deposit. Some local and international suppliers accept debit cards, and a few special offers advertise no deposit, no credit card deals, usually with higher rates or compulsory extra insurance. Always check payment rules in the booking conditions and bring the exact card you booked with.
Average prices vary by season and city, but a small or compact car usually costs around UAH 900–1,600 per day with basic insurance and limited mileage. Larger vehicles, SUVs and automatics are more expensive. Long-term rentals often work out cheaper per day. Prices can rise during holidays, festivals and at busy airport locations such as Boryspil near Kyiv.

Penalties in Ukraine depend on the offence. Typical fines include about UAH 340–850 for speeding, with higher amounts for large excesses over the limit. Running red lights, dangerous overtaking, driving without seat belts or using a phone without hands-free can also bring fines. Serious offences, drunk driving or causing an accident may lead to licence suspension or criminal charges.
Ukraine effectively applies a zero-tolerance approach to drink-driving. The legal blood alcohol limit is extremely low, essentially 0.0‰, so any detectable alcohol can be treated as an offence. Penalties are severe and may include high fines, confiscation of the driving licence and, in serious cases or repeat violations, possible vehicle seizure or criminal responsibility.
Fuel prices change frequently, but as a general guide in recent months petrol (A-95) in Ukraine has been around UAH 55–70 per litre, while diesel is often in a similar range or slightly higher, depending on region and brand. Motorways and remote areas can be more expensive, so it is wise to fill up in larger towns when planning longer journeys.
At present, Ukraine does not operate regular toll motorways or a vignette system for private cars. Most public roads are free to use. However, there may occasionally be charges for specific tunnels, private parking areas, bridges or unofficially managed car parks. Always keep some small cash in Ukrainian hryvnia (UAH) for parking meters and locally managed parking zones.
